  • CALL THE TOWN MANAGER’S OFFICE BEFORE 4:30 P.M. ON THE THURSDAY BEFORE THE COUNCIL MEETING AND REQUEST TO BE PLACED UNDER CITIZEN COMMENTS;
  • PROVIDE HIS OR HER NAME, ADDRESS AND TELEPHONE NUMBER; AND
  • STATE THE PURPOSE OF ADDRESSING THE COUNCIL.

6.    Consent Agenda:

    Note:  Consent Agenda items will be those items determined by the Town Manager to be routine matters not necessitating discussion.  All Consent Agenda items may be voted upon simultaneously pursuant to a single motion.  There will be no separate discussion of these items unless a member of the Town Council requests that discussion be held, in which case the item will be removed from the Consent Agenda and considered separately.  Following passage of the remaining Consent Agenda items, discussion of any items removed from the Consent Agenda shall be held and separate motions and votes shall be taken for each of the items removed.

a. Approval of the terms of, and authorization for the Mayor to execute, a renewal contract with Sessions Paving Company relative to roadway patching.

b.    Approval of the terms of, and authorization for the Mayor to execute, a contract with Ragan-Smith Associates, Inc. relative to construction engineering services for the     Weakley/Swan Intersection Improvements Project.

c.    Approval of the terms of, and authorization for the Mayor to execute, an amended agreement with     Consolidated Utility District (CUD) relative to limited wholesale water supply.
 
d.    Approval of the terms of, and authorization for the Mayor to execute, a renewal contract with Red     Wing Shoes relative to safety footwear.

e.    Approval of the terms of, and authorization for the Mayor to execute, a renewal contract with     Kirkland’s Pest Control relative to pest control service.

f.    Approval of the terms of, and authorization for the Mayor to execute, a renewal contract with     Anderson Yards relative to mowing for Building Safety Department.

7.    Old Business:  

     a. PUBLIC HEARING:   Consideration of an ordinance relative to the rezoning of property located on Tax Map 34, Parcel 5.00, containing approximately 15.42 acres, (requested by Jeff Parnell), from C-2 to PRD.  Property is located on South Lowry Street.  Second Reading.

     b. Consideration and approval of revised Drought Management Plan.  Second Reading.

     c.    PUBLIC HEARING:  Consideration of an ordinance to amend the Town of Smyrna Municipal Code, Title 2
            Boards and Commissions, Etc.,” Chapter 5 “Sister City Committee”, Section 502(2) “Composition”. Second
            Reading.

8.    New Business:    

     a. Planning Commission Report:  

          i. Consideration of an ordinance relative to the annexation and R-3 zoning of property located on Tax Map 54,
             Parcels 47.00 and 62.00, containing approximately 109.5 acres, as well as approximately 1,900 linear feet of
             Morton Lane and approximately 1,200 linear feet of Rocky Fork Almaville Road, (requested by Shawn Collins). 
             First Reading.
        
          ii. Consideration of an ordinance relative to the rezoning of property located on Tax Map 28M, Group C, Parcel
             26.00, containing approximately .53 acre, (requested by GVHR, LLC), from C-4 to C-2.  Property is located at
             12914 Old Nashville Highway.  First Reading.

          iii. Consideration of an ordinance relative to the rezoning of property located on Tax Map 28, Parcel 83.00,
               containing approximately 1 acre, (requested by Edward Clark), from R-1 to C-2.  Property is located at 14001
               Old Nashville Highway.  First Reading.

          iv. Consideration of an ordinance relative to the rezoning of property located on Tax Map 27O, Group C, Parcel
              3.00, containing approximately .34 acre, (requested by Howard L. Spain, Jr.), from P&O-1 to C-4.  Property is
              located at 411 Enon Springs Road, East.  First Reading.        
                  
     b. Packaged Liquor Board Report:  There were no applications for the Town Council to consider at this time.

     c. Mayor to appoint Council Representative to the Sister City Committee.

     d. Approval of the terms of, and authorization for the Mayor to execute, a contract with Landscape Services Inc.
         relative to irrigation for the Rotary Soccer Park Annex.

     e. Consideration of an ordinance to amend Ordinance No. 17-23, adopting the Fiscal Year Budget     relative to fee
         schedule within the Utilities Department.  First Reading.

      f.  Consideration of a resolution approving funding for non-profit organizations for fiscal year 2017-    2018.

      g. Consideration of a resolution to reimburse expenses from a future debt issue.

      h. Consideration of an ordinance relative to the amendment of the Town of Smyrna Municipal Code, Title 8
          “Alcoholic Beverages”, Chapter 3 “Retail Sales of Alcoholic Beverages”, Section 317(e)     and (g), “Restrictions”. 
          First Reading.
